status-config.json: Don't require 'feature' tag for charter changes

Ordinarily I'd just file pull requests for typos and such, but Vincent
suggests opencontainers/web may be dead [1], so I don't have anywhere
to file typos.  Instead, I've flagged them 'trivial', but still want
to show them here so the TOB will be able to find them.
