* lang, lang/cl: New subdirectories.
* lang/Makefile.am, lang/README: New files.
* configure.ac (AC_CONFIG_FILES): Add lang/Makefile,
lang/cl/Makefile and lang/cl/gpgme.asd.
* Makefile.am (SUBDIRS): Add lang.
