dev-perl/Weather-Com: Fix for '.' in @INC re bug #623148

- EAPI6ify
- Fix tests for Perl 5.26+ without '.' in @INC
- Disable Network IO unless DIST_TEST_OVERRIDE=~network
- Add USE="examples"
