Moved most DEPEND atoms to RDEPEND since in the python case these don't have to
be DEPENDs.

Use eautoconf instead of autoconf (and add autotools eclass to pull in the
proper dependencies)

Added missing pkgconfig dependency for rox-clib-based builds.
