net-misc/badvpn: version bump to 1.3.0

Further changes:
* rm ambrop as proxy-maintainer as requested
* rm explicit epatch_user, because cmake-utils_src_prepare already does
  that
* rm obsolete openssl dep on ncd USE flag
* fix openssl SLOTs to :0
