dev-perl/ORLite: Fix failing tests without '.' in @INC

- Remove parallelism as the tests all use a shared database file,
  which causes race conditions
- Fix "." in @INC in tests exposed by Makefile.PL passing on 5.26
- Move Makefile.PL fix to patch
