Public unless the problem is XXX.yyy (i.e. no spaces on either side of the '.'), but that seems like a pretty arbitrary differentiator (i.e. 'Q. ' is fine, but 'LWN.net' isn't) aren't the '<' and '>' the real delimiters here?
