   9   The COIN-OR Stochastic Modeling Interface (SMI) is an interface for
  10   problems in which uncertainty and optimization appear
  11   together. There are many modeling and algorithmic approaches that
  12   could belong here, like: recourse programming, chance constrained
  13   programming, stochastic control and dynamic programming, robust
  14   optimization, etc, etc. SMI is intended to be like OSI in the sense
  15   that an SmiXX object is an implementation derived from a base class
  16   that takes care of a number of commonly encountered programming
  17   issues, like handling probability distributions, managing problem
  18   generation, interacting with solvers to obtain solution information,
  19   etc.
